Francis Drake was a 16th century British Vice Admiral, as well as an explorer and a politician. He is best remembered for commanding the Golden Hind in voyages across the Atlantic Ocean and into the Pacific Ocean, as well as for his actions in stopping the Spanish Armada from invading England.

In 2277, Admiral James T. Kirk compared meeting Starfleet Fleet Admiral Karis Tatenen to meeting Drake or Horatio Nelson. (TOS - Star Trek II Short Stories short story: "The Blaze of Glory")

Captain Benjamin Sisko considered Drake to be one of the most famous explorers of Earth, as well as Vulcan and Antares. (DS9 novelization: Trials and Tribble-ations)
