Fred MacDougan was a tall, pale, and bald human male who worked for Nanietta Bacco in various positions for many years.

Along with his future wife Ashanté Phiri, he worked as an intern on Bacco's campaign to be elected representative of Pike City's Fifth District. After ten years of working together, MacDougan and Phiri, with a strong push from Bacco, finally married.

MacDougan worked as Bacco's speechwriter during her time as governor of Cestus III and during her campaing to be elected President of the United Federation of Planets. After her election, he became Bacco's communications director. (TNG novel: A Time for War, A Time for Peace)
