Frederico (aka "Fred") was the cousin of Vicenzo Farrenga; the two were roughly the same age.
Fred made his home on Cestus III. During the Borg Invasion of 2381, Frederico had ignored the warnings to evacuate away from the core Federation worlds and stayed on the planet. Vicenzo was able to convince Fred to pick him and his family up from the starport at Johnson City, Cestus III. After driving them back to the Farrenga house along Pike's Lake, Fred offered to unpack the luggage, allowing Vicenzo to handle the twins; Vicenzo urged Fred not to hurt himself lifting anything and suggested starting with Aoki's bag, since she packed mostly pajamas and stuffed animals.
