Garrett was a member of Starfleet in 2367 with the rank of Lieutenant. Garrett had arrived for an assignment on the USS Enterprise-D by beaming over from the USS Tsushima with Doctor Janice Eardman and the Tarn delegate Harna Karish. Deanna Troi left the transporter room with Garrett. (TNG novel: The Forgotten War)
