Garth Flanagan was a Starfleet officer in the late 23rd century.

He was an old friend of Montgomery Scott, the both of them having graduated Starfleet Academy in 2241. In 2294, "Flanny" was the Chief Engineer on Starbase 499. Garth Flanagan granted Montgomery Scott access to the station's replicator system to manufacture squirt guns to save Hikaru Sulu. (TOS novel: The Fearful Summons)
