Commander Rojan argues with Prefect Tamar about the merits of joining the United Federation of Planets, while Tamar supports the idea of contacting the Kelvan Armada and invading the Alpha Quadrant. When things become heated, Rojan kills Tamar, then sends a signed and sealed peace treaty to the Federation President.
