Ensign Goodman was a Starfleet officer assigned to Deep Space 9 in 2370. He assisted O'Brien and McCormick in testing the Ganges transporter, by having the transporter lock onto him in a crowded area: the Pride of Mintak. The transporters could not maintain a lock, so he had to read off his coordinates. By the time he got back to DS9, he was drunk from kis, and tried to get the crew destined for Bajor to join him in a chorus of Klingon Women and Romulan Ale. (DS9 novel: Warchild)
