Grethe Zhor was a female Draylaxian who served as a diplomatic observer from Draylax to the Coalition of Planets in mid 2155, and then as the delegate from Draylax following that planet's admittance into the Coaltion that year. She had a downy coat of feathery orange-brown hair on her head and black eyes. (ENT novel: Kobayashi Maru, ENT - The Romulan War novel: To Brave the Storm)

In 2156, Zhor held a private discussion with United Earth Prime Minister Nathan Samuels. During the conversation, Zhor commented on how Samuels shamed the delegates of the Coalition by reading Martin Niemöller's statement. Zhor also promised to try to get Draylaxian military forces into the Earth-Romulan War despite the red tape present in Draylaxian law. (ENT - The Romulan War novel: To Brave the Storm)

It is unknown if she died when her planet was attacked by Romulans, or if she was offworld at the time.
