Gul-Tar is the highest rank in the Cardassian military and the head of Central Command. Due to the power of the military prior to 2372, the Gul-Tar was seen as the leader of the Cardassian Union, although officially the Civilian Council led the Cardassian people.

In the early 2370s, Keve held the position of Gul-Tar. In 2371, Gul Dukat approached Gul-Tar Keve and asked him to dispatch the Home Fleet to engage the Hive starship. Keve was unwilling to send them, as he was concerned the growing dissident movement could remove him and the military from power on Cardassia. (DS9 novel: Objective: Bajor)
