Background[]

  • Kevin Summers commented: "When we first met Kira, she resented Sisko. Then, a couple of episodes later, she was calling him Emissary and trusting him as her leader. I wanted to know what brought about that change. I knew it had to be something major. Also, there was a major event implied in the episode "Emissary" that we never got to see, which was Opaka telling the people of Bajor that this Starfleet officer, a person a lot of people might feel is the new prefect, is actually the Emissary of the Prophets. There was something there, and I wanted to explore it". (Voyages of Imagination)
