The Hall of Records was a location on the planet Cardassia Prime. In 2380, after the events of the Dominion War, this structure had been reduced to rubble. It was the site where a number of Cardassians gathered in order to determine how they would rebuild their civilization. (DS9 short story: "The Calling")
