Commander Han Schmitter was the first officer and security chief at the Cestus III outpost.

In 2267, he met Captain Jean-Luc Picard who had been thrown back in time to the Cestus outpost and was using the alias Dixon Hill. He would inform Commodore Travers that Starfleet had no record of a "Dixon Hill" in the Federation causing Travers to throw Picard in the brig. Schmitter was also part of the team that chased Picard after his escape, but were called back when a Gorn vessel appeared. Schmitter would die in the Gorn attack on the outpost. (TNG novel: Requiem)
