In the 22nd century, Axelrod was Federation President, elected to take office on reference stardate 0/87, serving a term lasting until stardate 2/01. (FASA RPG module: The Federation)

The reference stardate system used in the FASA RPG source can only be roughly approximated to the timeline of Star Trek used in canon. The dates of Axelrod's presidency were apparently intended by the writers to make him the first president, as his dates begin at the point in the FASA timeline where the Federation is founded, although it may make more sense to infer that Presidents before Axelrod were simply omitted in the RPG module. Regardless, his presidency would seem to take place around the beginning of the second half of the 22nd century, in the 2160s.
