"Herbert" was an insult used in the 2260s. It was derived from the name of a minor official who was notorious for his rigid and limited thinking. (TOS episode: "The Way to Eden")

A variation of this insult, "Herberta," was applied to females. (Star Trek: Myriad Universes novel: A Less Perfect Union)
