Herbert Franklin Solow was a male human in Starfleet in the 23rd century. As of the 2260s, he held the rank of Admiral.

A noted member of his staff was Patrick West, an expert on the Klingon Empire who worked for Solow in the months immediately prior to the signing of the Organian Peace Treaty. (TOS novel: Seeds of Rage)

In 2267, Solow and Lieutenant Commander Cheryl Allen reviewed Captain Thomas Blair's report on the Klingon warship that the USS Defiant had encountered which possessed a cloaking device. This information caused Solow much concern as it was the first indication Starfleet had received that the Klingons and Romulans had allied. (ST novella: The First Peer)

Solow was named after Herbert Solow, a producer on Star Trek: The Original Series.
