The High Councillor to the First Seat of Tellar was a political title held by a member of the Tellarite government. At some unknown point in the past, Ger was the High Councillor and was responsible for meeting members of the Andorian delegation to his world where they were showing his race on how to organize their government by using the ColAndor Scrolls as an example. Ger, however, spirited the Scrolls away and threw the Andorian delegation off the planet with this theft being a source of conflict between the two species. (TNG novel: Doors into Chaos)
