Hokas were a race which resembled teddy bears in appearance. Their culture revolved around games of make-believe.

In 2267, a couple of Hokas visited the Wonder Bar on Starbase 12. Observing them, Spock noted to Leonard McCoy that he sometimes felt as though he had been shanghaied by a shipful of Hokas, except that the behavior of Hokas could be predicted once the rules of their current game were understood. Hokas first appeared in several stories by Poul Anderson and Gordon R. Dickson. The reference in Ishmael places the Hoka stories in Star Trek continuity.
