Captain Howe was a Starfleet officer in the 2370s who served under Saavik as her first officer.

In 2374, Howe sent Saavik a "get well cactus" after she was transferred back to Vulcan to recover from injuries suffered in ship-to-ship combat. (ST short story: "Blood Sacrifice")
