Sub-Overseer Howwi was an Androssi officer who served under Overseer Biron in the mid-2370s.
In early 2376, Howwi led the Androssi salvage team which attempted to gain control of the abandoned Cardassian space station, Empok Nor. Unfortunately, the team's mission was stopped by the crew of the USS da Vinci.
