The Imperial Commandos were an elite group of Romulan soldiers. They were sometimes deployed on suicide missions in order to cripple the enemies of the Romulan Star Empire. (DS9 novel: Millennium: The War of the Prophets)

Presumably, they were part of the Imperial Legion.
