The Inshai Compact was an interstellar alliance that existed circa 2700 BC, which consisted of 36 hominid and non-hominid cultures. It was a peaceful state, powerful enough to restrain the worst excesses of the Orion Congeries. The Compact collapsed when the homestar of the Inshai, Sigma-1014 Orionis, was destroyed by a Sunkiller bomb that was allegedly placed by members of the Orion Congeries. (TOS novel: Spock's World)
