The Istapp was part of a Breen force that attacked a Deferi installation in the Kelvani Belt in 2409. It was destroyed by Deferi-allied forces. (STO mission: "Aiding the Deferi")

The Istapp's name appears to be part of a running joke in Star Trek Online. "Istapp" is a SwedishWP word meaning "icicle", and given the Breen association with cold all the missions in the "Breen Invasion" story arc (of which "Aiding the Deferi" is a daily sidequest) have titles punning the word "cold".
