J. Edgar Hoover (January 1, 1895 - May 2, 1972) was a male Human who served as director of the United States Federal Bureau of Investigation (FBI) from its inception in 1935 until his death in 1972. He was controversial for his compiling of secret files on numerous individuals, due to their political beliefs and personal activities. His own habits in and out of office also had notoriety. Fred Noonan, a human abducted from Earth in 1937, demanded to speak with J. Edgar Hoover, when discovered and revived by the crew of the USS Voyager in 2371. (VOY episode: "The 37's")
Hoover was named by Thule G'Dok Glemoor as an example, along with former Governor of Mars Benton Hubbard, of a political leader who manipulated intelligence to support predetermined hypotheses. (ST - The Lost Era novel: Well of Souls)
