Jacob Barrows was a human male living in the 24th century. He had once been a covert operative for Starfleet Intelligence. From 2384 to 2385 he was commander of the Federation black ops team, Active Six. In October 2385 Barrows and his team were ordered to commit a number of illegal acts by President Pro-Tempore of the United Federation of Planets Ishan Anjar, acting through Admiral Declan Schlosser. The final mission Barrows performed as head of Active Six was to attempt to apprehend Ilona Daret on Jevalan and dispose of some allies he had summoned to Jevalan (Doctor Beverly Crusher accompanied by Ensigns Rennan Konya & Kirsten Cruzen). His actions would have been successful but for the surprise appearance of Thomas Riker, who aided Daret, Crusher, and the others. Ultimately, Barrows was incapacitated by Riker and taken into custody by USS Enterprise-E personnel. (ST - The Fall novel: Peaceable Kingdoms)
