James Wykoff was a Human male who lived during the 20th century. In the 1950s, he was a psychiatric doctor. One of his patients was Benny Russell. He was married with one son.

After Russell began writing on the walls of his cell about Deep Space Nine, Wykoff wanted Russell to accept the setting and the characters were not real. Russell almost stopped writing about Benjamin Sisko's encounter with the Orb of the Emissary, but continued after attacking Wykoff. (DS9 episode: "Shadows and Symbols")

From December 14, 1953 to April 2, 1954, Wykoff kept a diary of his experiences with Russell. Wykoff had been discriminatory against African-Americans, but changed his views after his experiences with Russell. On April 4, 1968, he rued the assassination of Martin Luther King, Jr. and thought that it made the world of Deep Space Nine seem farther away than ever. (DS9 short story: "Isolation Ward 4")

Jack once experienced a vision of Wykoff, who was treating him. (DS9 short story: "Signal to Noise")
