The Jankata Accord was an agreement to which the United Federation of Planets abided. It stated that, "No species shall enter another quadrant for the purpose of territorial expansion," and was in effect by the late 24th century.

In 2376, a paranoid Seven of Nine suggested to Chakotay that Kathryn Janeway was in potential violation of the accord due to the USS Voyager's journey in the Delta Quadrant. (VOY episode: "The Voyager Conspiracy")

In 2400, the Federation Council passed a measure stating the Klingon-Gorn war was an accord violation. (ST website : The Path to 2409)
