Jean-Claude Mbuto was a Starfleet officer serving in the 24th century. By 2365, Lieutenant Mbuto was serving aboard the USS Enterprise-D, along with his wife, T'Sora, and their two daughters.
In late 2365, Mbuto and his wife were among eighteen Enterprise personnel who were killed during the ship's first encounter with the Borg Collective, when a large section of the hull was extracted from the ship by a Borg cutting beam. (TNG novel: Q & A; TNG episode: "Q Who?")
