Lieutenant Jelpn was a Deltan Starfleet officer who served as relief operations officer aboard the USS Enterprise-E in the 2370s.

During the Enterprise's tour of the Rashanar Battle Site in 2378, Jelpn often relieved Lieutenant Commander Data at the ops if he was needed on an shuttlecraft expedition. (TNG novel: A Time to Be Born)
