Jeremiah Hayes was a male human in Starfleet in the 24th century.

He was a highly-decorated officer from a long line of Starfleet veterans, and was regarded as a master tactician, serving during the Cardassian Wars and the Tzenkethi War.

In 2372, following the near-coup by Admiral James Leyton, Admiral Hayes was assigned to a key position in Starfleet Strategic Command. One of his first decisions in that role was to classify Lieutenant Commander Geordi La Forge's VISOR as a security risk and to compel him to undergo ocular implant surgery. In 2373, Hayes commanded the fleet that defended Earth from a Borg incursion. His flagship was destroyed, but the admiral was able to make it to a lifeboat and survived the encounter. (TNG movie: First Contact)

In ordering the USS Defiant to join the fleet, he specifically ordered Captain Benjamin Sisko to remain on Deep Space 9 and give command to Worf, due to Sisko's previous experience with the Borg. (TNG - Slings and Arrows eBook: Enterprises of Great Pitch and Moment)

In 2374, Hayes appeared in a message intercepted by the USS Voyager which appeared to redirect the ship to a section of space where a new Starfleet vessel, the Dauntless, was waiting for them. However the message was largely fabricated by the vengeful alien Arturis who was attempting to get Voyager assimilated by the Borg; in reality, Hayes' message informed Voyager that Starfleet hadn't yet found a way to retrieve them but would continue to try its best to bring Voyager home. (VOY episode: "Hope and Fear")

In 2376, Admiral Hayes sent a coded message to the USS Voyager, reassuring its crew that Starfleet had not given up on them and in fact was sending two vessels to rendezvous. Hayes requested information on the current status of the ship's current mission and the situation with the Maquis. (VOY episode: "Life Line")

Hayes had at least one granddaughter and two great-grandchildren as of 2372. (TNG eBook: The Insolence of Office)
