Jeremiah Hayes was a male human in Starfleet in the 24th century.
He was a highly-decorated officer from a long line of Starfleet veterans, and was regarded as a master tactician, serving during the Cardassian Wars and the Tzenkethi War.
In 2372, following the near-coup by Admiral James Leyton, Admiral Hayes was assigned to a key position in Starfleet Strategic Command. One of his first decisions in that role was to classify Lieutenant Commander Geordi La Forge's VISOR as a security risk and to compel him to undergo ocular implant surgery. In 2373, Hayes commanded the fleet that defended Earth from a Borg incursion. (TNG movie: First Contact)
