John Gill was a noted human historian during the 23rd century.
In his work for the Federation, John Gill developed the Cultural Dynamicism Chart. (Starfleet Dynamics). Gill also described Jonathan Archer as being one of the greatest explorers of the 22nd century. (ENT episode: "In a Mirror, Darkly", Part 2)
Some time in the early 2250s, Gill was an instructor of history at Starfleet Academy. Among the students who studied under him was James T. Kirk. Among the topics covered in his pre-Federation history class was the Dove Society. (TOS novel: Strangers from the Sky)
In 2261, Professor Gill was assigned as a cultural observer on the planet Ekos. He saw the suffering of the Ekosians, and decided to violate the Prime Directive and manage the society to mirror Nazi Germany, so that they could become more efficient, while pronouncing himself Führer.
While the plan worked at first, Gill's second-in-command, Melakon drugged Gill and seized full control, and began practising the evils that the Nazis performed on Earth in the 20th century and began torturing and murdering Zeons.
When the USS Enterprise visited the planet in 2268, they discovered that Ekos was preparing to invade Zeon. Fortunately, Captain Kirk, Commander Spock and Dr. Leonard McCoy were able to revive Gill and get him to call off the invasion, and denounce Melakon. Unfortunately, Gill was shot by Melakon, before he himself was killed. Gill died soon afterwards in Kirk's arms, having admitted that he made a terrible mistake in violating the Prime Directive. In one alternate universe, Gill wrote a biography of former Prime Minister of United Earth Nathan Samuels in the early 2260s. (ST - Myriad Universes novel: A Less Perfect Union)
