The Jolan Movement is actually a peace seeking group that existed within the Romulan Star Empire in the years when the thought that an all out war would occur between the empire and the Federation was common.
The group existed to find a more peaceful resolution to war which was somewhat unpopular among the ruling classes of Romulan society. Many of their number would be banished to Remus for their views. Despite this, the group would exist for hundreds of years as a shadowy force within the Romulan people with some of its members consisting of Remans who themselves were sometimes members of the organization.
The customary greetings made by members of this group is "Farr Jolan".
