Jorel Quinn was a Starfleet admiral in the late 24th century and early 25th century. In 2394 he appeared on Illuminating the City of Light in order to discuss Melani D'ian and how dangerous she was as head of the Orion Syndicate. (ST website: The Path to 2409)
