Joris Rhaast was a Bolian female and a member of Starfleet since 2327. By 2385, she held the rank of Admiral and was the commanding officer of Starbase 310. She was described as thin and easy to dismiss as old and weak; however, she was an accomplished runner and martial arts enthusiast who, at one point in her career, taught a specialized unarmed combat course at Starfleet's training school for new officers and enlisted personnel on the security track.

Prior to taking command of Starbase 310, Rhaast served as captain of a Federation starship.

An old friend of Captain Jean-Luc Picard, the two met on their first day at Starfleet Academy. In 2324, then-Cadet Rhaast also participated in the 41st Starfleet Academy Marathon, but was defeated by Picard after she tripped. Since then, she has gone on to set records and win various marathons held throughout the Federation. (ST - The Fall novel: Peaceable Kingdoms)
