Joulesh was a Vorta who served the Dominion in the 24th century.

He was assigned to a Dominion facility outside the Badlands where engineers were constructing an artificial Wormhole in order to bridge the gap to the Gamma Quadrant thus providing reinforcements that would have allowed the Founders victory in the Dominion War. (DS9 novel: Behind Enemy Lines)
