Lieutenant Judy Dunbar was a female Human Starfleet officer assigned as the senior communications officer to Vanguard in 2265. Dunbar had curly light brown hair which she twirled around her fingers when concentrating or anxious. She was also known to have a photographic memory. (VAN novels: Harbinger, Summon the Thunder)

Dunbar was one of the few essential personnel who remained on Vanguard during the Tholian attack in late 2268. She was killed after Tholian fire struck a direct hit to the station's operations center, crippling it. (VAN novel: Storming Heaven)
