K'lotek was a male Klingon in the 23rd century. He was a member of the Klingon Defense Force as a young man, and became close friends with fellow officer Komor.

By 2279, Komor was a member of the Klingon High Council, and as such was aware of Chancellor Kesh's policy of attacking Starfleet vessels near the Federation border and taking their crews captive, rather than letting them die in battle, and holding them as potential bargaining chips in future negotiations. By 2287, K'lotek was one of only three members of the Council, along with Kesh and Komor, who had been serving since the capture of the USS Gagarin, all of whom felt the revelation of these actions would endanger the Empire, and his own career. K'lotek was a confidant of Komor's, with whom he shared his plans to ensure the imprisonment of the Gagarin crew remained a secret. (TOS novel: In the Name of Honor)
