Kadish was a Vulcan individual considered by historical record to be one of the finest of Starfleet's so-called "first generation" of starship captains. Kadish was often mentioned in the distinguished company of other such officers, such as Lucian Murat, Akiko Torunaga and Christopher Pike. (TNG novel: The Forgotten War)

It is not known whether Kadish was a 22nd century or 23rd century officer.
