Karzan was a former Admiral in the Romulan fleet who took over as the Praetor of the Romulan Star Empire after the assassination of his predecessor, D'deridex. (ENT novel: The Romulan War: Beneath the Raptor's Wing) He was also signatory to the peace treaty establishing the Romulan Neutral Zone (Star Fleet Technical Manual, TO:00:01:06).
