Katann was a male Romulan who became an officer within the Romulan Star Empire in the 24th century.

In 2370, he along with his comrades were tasked with the testing of the prototype personal cloaker. As they needed a test subject, Katann along with his comrades travelled to Deep Space 9 and went to Quark's bar in order to use his holosuite. They gave the Ferengi owner the box holding the personal cloaker knowing that Quark would open it and use the device. After he used it, Katann and his comrades took back the device and revealed that the Ferengi was the first test subject and that it would take two further generations of the technology for it to be used by Romulan operatives. This was because of a unique radiation that affected Romulan biology though Quark's metabolism meant that he would only suffer from diahorrea as well as extreme sickness.

Following that exchange, Katann departed Quark's bar having felt that his mission was a success. (DS9 comic: "Memoirs of an Invisible Ferengi")
