Kav glasch Vokrak was a Tellarite male and a reporter who began covering the Federation Council for the Tellar News Service in 2372.

In 2379, Kav attended a press conference where Palais de la Concorde Press Liaison Kant Jorel announced the candidates for the special election for the President of the United Federation of Planets. Kav asked Kant to comment on the rumor that the Ontailians were considering to leaving the Federation. Kant answering him saying he has never commented on a rumor. In March of 2380, Kav attended another press briefing in which Artrin na Yel announced his resignation from the Federation Council, after it was discovered that he was responsible for falsely imprisoning a Chameloid named Wusekl several years earlier. Kav asked about the timing of the resignation, and about whether President Nanietta Bacco knew of this issue when she nominated Artrin to the Federation Judiciary Council.

In December of 2380, Kav was visited at his office in Vancouver by Brek chim Glamok, who had came from a Tzenkethi prison with news that the Tzelnira Zaarok wanted Federation help to cure her ill son. (ST novel: Articles of the Federation)

At a presidential press conference in May of 2381, Kav asked about the Kinshaya's recent attacks on the Klingon Empire, and whether the Federation would be pulled into hostilies with the newly-formed Typhon Pact. (ST novel: A Singular Destiny)
