Kaval was a Bajoran male and the Minister of State of the Bajoran Provisional Government from 2369 until at least 2376.
In 2369, Kaval contacted Commander Benjamin Sisko on Deep Space 9 to congratulate the station crew for apprehending the man who was believed at the time to be Trekal Darhe'el. After Sisko expressed reservations, Kaval told him they would have Darhe'el even without his support. (DS9 episode: "Duet")
Kaval was still the Minister of State in 2376. In that year, Charivretha zh'Thane thought Kaval may been involved in negotiating the agreement for Bajor to send katterpod shipments to Europa Nova. (DS9 novel: Twilight)
