Kedda was an aide to Deltan Ambassador Tierra, who accompanied Tierra to Earth for negotiations with Carreon Ambassador Alfear Yorgas for a new water reclamation system. Prior to their final session in March of 2380, Kedda made a bet with Tierra, wagering Yorgas would resort to namecalling in that day's talks. Kedda won and was treated to dinner by the ambassador.
