Keel was a Capellan, a member of the Ten Tribes who helped overthrow Teer Akaar in 2267. He served as chief lieutenant to Teer Maab during his short reign. (TOS episode: "Friday's Child")

In 2272, Keel orchestrated a coup against Akaar's young son, Leonard James Akaar, forcing the young ruler into exile in the United Federation of Planets. (TLE novel: The Sundered)
