Keevan was a Vorta under the command of a Jem'Hadar ship in the Alpha Quadrant in the early days of the Dominion War.

His ship crashed in a storm, however, and he was abandoned with his Jem'Hadar on an apparently uninhabited planet. When a Starfleet-controlled Jem'Hadar fighter under the command of Benjamin Sisko crashed on the planet, Keevan made a deal with him to lead his troops into a trap so they could easily be killed before they went into withdrawal. Sisko hesitated, but ultiamtely was forced to carry out the arrangement. Keevan subsequently became a POW. (DS9 episode: "Rocks and Shoals")

He was later offered to the Dominion for a prisoner exchange in return for Ishka. He was accidentally killed in the course of this, however, and had to be crudely reanimated to recover Moogie. (DS9 episode: "The Magnificent Ferengi")

Keevan was not a skilled commander, but was highly experienced and devious. (DS9 video game: Dominion Wars)
