Kellerasana zh'Faila, also known as "Kell", was the representative to the Federation Council from the planet Andor beginning in 2376 through at least 2380. (ST novel: Articles of the Federation)

Councillor zh'Faila opposed the Federation occupation of Tezwa, and in August of 2379, she threatened Federation President Min Zife that she would co-sponsor legislation with Councillors Cort Enaren of Betazed and Bera chim Gleer of Tellar that would withdraw Federation resources from that world and redirect it to the Betazed rebuilding effort.
