Kelly was a Human male lieutenant serving in Starfleet in the 2370s.

In 2372, he was a senior member of Miles O'Brien's engineering crew on Deep Space 9 and a secondary crewmember of the USS Defiant. In that year, Kelly worked with several Starfleet and Bajoran Militia engineers to prepare Deep Space 9 for an approacing plasma storm. He later boarded the Defiant to assist in rescuing the crew of the Katon and Jadzia Dax and Keiko O'Brien on the USS Rubicon. (DS9 novel: The Tempest)

Kelly was killed in the Jem'Hadar attack on the station, in April 2376. (DS9 novel: Avatar^{[citation needed]})
