Lieutenant Kelly was a Human male who served as a relief tactical officer aboard the USS Enterprise-E in the late 2370s. As well as being a trained tactical officer, Kelly also had training in engineering and security.

Early on in his life, Kelly traveled to medical facilities on Adigeon Prime and was one of a few patients to receive the accelerated critical neural pathway formation surgery which increased Kelly's intelligence and granted him a number of "uncanny" abilities. It wasn't until 2373, when Starfleet conducted an investigation of Adigeon Prime after discovering that Doctor Julian Bashir had undergone the surgery, was it revealed that Kelly and others had the same treatment. In 2379, Kelly was serving at the tactical station on the Enterprise's bridge during the Battle of Bassen Rift with the Reman warbird Scimitar. (TNG movie: Star Trek Nemesis)
