The Kestrel-class starship is a vessel employed by the Romulan Star Empire that was operational in the 24th century.
The Kestrel was a type of troop transport within the Romulan fleet with its internal bays designed to carry Centurions into battle. They possessed minimal armaments making them easy prey to enemy warships which is why they required support from other ships within the fleet. These ships were tasked with boarding operations on enemy starships and stations whose shields were brought down which allowed the use of the transporters to capture such targets.
Considering that the Romulans regularly employed Reman shocktroops, it is possible that the Kestrel was also designed to carry such a payload of infantry into battle.
