Kevin Steiner was a Novan male who served as a Federation councillor for Terra Nova in the late 24th century.

During the run-up to the 2392 elections for the Federation President, Steiner campaigned to be elected President and was frequently mentioned as being a strong candidate by political commentators. However two months before the election, Steiner's ties with the Orion Syndicate was exposed by the Federation News Service, and he was forced to abandon his campaign. (ST website: The Path to 2409)
